# Claims-Denial Case — Missions 4–5 Design Stop

No new customer evidence is revealed for Missions 4 and 5. Use only S1–S6 from the
prior stages to select the smallest sufficient mechanism and design one bounded
vertical slice.

Your mechanism and design must preserve these limits:

- NorthLake evidence does not establish Summit behavior.
- Observed cases prove occurrence, not frequency or permission.
- Policy remains normative for approval and submission within its stated scope.
- The tested adapter build is defective for the observed modifier-25 case and does
  not identify a production deployment.
- Correction-label authority, independent metric verification, and the complete
  operating cost remain unknown.
- No release evaluation, security evidence, rollout decision, or production
  authority exists yet.

Do not invent a model score, architecture, or authorization to close those gaps.
